The Department of Urban Planning, Environment and Permits, plans, integrates and manages in a coherent way the policies and programs related to the land-use plan, together with capital works, gray and green infrastructure in the Autonomous Municipality of San Juan. Its functions include advising on strategic plans for transportation and establishing strategies and inclusive processes of citizen participation in the development of communities, and the creation of open spaces of peaceful coexistence.

The Planning and Territorial Organization Office has the responsibility of guiding the integral development of the Autonomous Municipality of San Juan in the use of the land and other natural resources. It is responsible to exercise all the authority and powers delegated to the municipality by the Planning Board, such as Location Queries and classification changes

This Office:

  • Prepares and reviews Territorial Organization Plans and Regulations
  • Provides technical advice to the Community Boards for their adequate compliance
  • Oversees, develops and approves plans for urban centers the rehabilitation and certifies rehabilitation projects in harmony with Law Number 212 of August 29, 2002, as amended, known as the “Urban Centers Revitalization Act.”
  • The Planning and Territorial Organization Office is in charge of the Urban Centers Offices of Old San Juan, Río Piedras, Santurce and El Condado. These offices are responsible for planning a program of public works for the improvement of public spaces, guaranteeing their cleanliness and good condition. They have the task of planning planting areas, gardens in the plazas, parks and other green areas. In addition, they elaborate Special Land-use Plans related to urban centers.
    The Office has the responsibility to raise and maintain an up-to-date geospatial database that contains the Geographic Information System of the Autonomous Municipality of San Juan.

The Permits Office has the responsibility of exercising all the powers and responsibilities of Puerto Rico Office of Permits Management delegated to the municipality by agreement, in harmony with the applicable legal provisions.

It is responsible for processing requests for permits and authorizations related to applications or projects, and guarantee compliances with all the requirements specifically set forth in the regulations of the land-use plan which does not involve the exercise of discretion. The requests include: building permits, use and urbanization permits, requests for preliminary developments and any permit application presented to the Municipality or the Office of Permits Management.

The Office is responsible for establishing standards and procedures for declaring abandoned premises as public obstacle, in accordance with Act No. 31-2012, known as “Law to expedite the restoration of the Communities of Puerto Rico.”

In addition, it is in charge of granting permits for street businesses, as well as barrier permits for construction projects that affect municipal property. It also has a duty to deal with the complaints of illegal constructions and uses, to comply with the Land-use Plan.

The Office for Environmental Compliance and Planning is responsible of reviewing and guaranteeing compliance of the Autonomous Municipality of San Juan with all state and federal environmental statutes and regulations, and all the laws, ordinances, resolutions and regulations related to environmental protection. It also has the responsibility to establish, through a participatory planning process and in conjunction with the relevant state agencies, the management of natural and environmental resources in the municipal territory.

This Office evaluates projects and documents to confirm environmental compliance in accordance with the municipal, state and federal laws, ordinances and regulations. Also, it monitors the Solid Waste Management Plan and the Green Infrastructure Management Plan. The Office is responsible for the implementation of the Municipality´s environmental policy in coordination with the Environmental Quality Board and the communities.
